Application for a supplementary free grant not exceeding
£350 under Scheme D. 759
In Scheme No. D.759 approval was given for a free grant not exceeding £900 to cover expenses in connection with a visit to Hong Kong by Professor Sir Patrick Abercrombie.
2. That scheme was drawn up on the assumption that a visit of 3 weeks' duration would suffice, but further discussione which, befire his departure, the Governor of Hong Kong hed at the Colonial Office with Sir Patrick Abercrombie showed clearly that, in fact, the latter will need to spend about 6 weeks in Hong Kong in order to carry out his mission, for which the following terms of reference have been agreed:-

"To advise the Governor of Hong Kong on the general lines
and principles to be followed in planning the future development of the port and urban area of the Colony: to outline general plans for this purpose; and to adriae on what such plane would involve and in particular what planning organisation would be required".
Sir Patrick Abercrombie is willing to devote this estra time to his task, and having regard to the importance of his visit in the planning of the future development of the port and urban arsa of Hong Kong, the undisputed sainecod of Såp Patrick Abercronk. in this field, and the distances involved, it is clearly desirable that the maximum benefit should be derived from his experience and advice.
4. It is accordingly desired that supplementary proviston not exceeding 2300 should be made under Scheme No.D.759 in accordancs with the attached Financial Summary.
